What is a Local Plan?
The Planning Inspectorate has created several useful videos to explain what a local plan is and how one is prepared.
The Local Plan guides future development and land use within Blaby District. It sets out policies and proposals for development, including where development should take place, what type of development is acceptable, and where it should be restricted or is unsuitable. The Local Plan is the main policy document used when making decisions on planning applications for development proposals.
A new Local Plan is being prepared to replace the adopted Core Strategy and Delivery DPD.

The Council is carrying out a call for sites specifically for Gypsy and Traveller accommodation as part of preparation for the New Local Plan. Further information can be found on our Call for Sites page.

The timeline for our new Local Plan has been updated as a result of a review of Government proposals to change the national planning system.
The Government has made several changes to the National Planning Policy Framework (NPPF). These changes include compulsory housing targets and amended policies. To make sure our new Plan meets these changes, we aim to produce the next version, known as the Regulation 19 version, by April 2026.
The Regulation 19 version is a full draft of the Local Plan. We will consult on the documents and ask residents, businesses and communities to give their views on proposals for development across the District until 2042.
After public consultation, the Local Plan will be sent to the Planning Inspectorate for examination by an independent inspector.
The Local Development Scheme sets out a programme and timeframes for producing the new Local Plan. The most recent version of the Local Development Scheme was approved by Council in February 2025.
The Statement of Community Involvement outlines how and when the Council will involve the local community when preparing the Local Plan and in the determination of planning applications. The statement relates to the entire District of Blaby and the most recent version was adopted by Council in December 2020.
